China imports virtually all of its oil. Russia exports NAtural gas and hope to ally with Iran to monopolize the European market.

Neither one would be too happy of their main paying client were suddenly replaced with a representative government. A government that governed for the people would surely spend more domestically, and invest less in the murder of foreigners.
