Rove has stole a lot of elections in his career. He cheats in every way imaginable. His only rule is don't get caught.

I think we can safely say now that he stole both elections plus screwed over Max Cleland and the governor of Georgia. That state plus Ohio, Florida, COlorado, Nevada, Iowa, New Mexico and Virginia are his targets. In that order of corruption. They may be stealing as much as 5%. but certainly 3% in all these states.
