Bush is not fighting a real war on terror. He's fighting to occupy Iraq and he's fighting against democracy and civil liberties in the US. He let Osama Bin Laden go and has given up the fight against AL Qaida.

By the way Bush always uses terror as a fear-weapon, we can now see he wactually wants terrorism to continue. Without it he would have no way of scaring Americans into being gullible enough to swallow his BS and corruption.
