I'm not sure I agree. I think such announcements are counterproductive. The enemy knows it just has to hold on for at most 30 months. Also they don't preclude a pullout before 30 months so there is no benefit in terms of reassuring our local allies, or making the enemy know that he should either come to terms of face at least 30 more months of fighting.
