I'm not going to spend time looking for the exact part of the report. It was a report that you posted. It said that it took about 0.013 seconds for the columns to go from unloaded to buckled as the weight of the upper floors impacted the columns. That's not 1 second. Not 1/10 of 1 second, but about 1/100th of 1 second. That's from the report.

The next step would be to figure out how much strength is left in the column after the buckling has begun. I'm sure that it's a figure that is higher at the earliest stages of buckling and lower at the last stage, but obviously none of us are going to figure that out exactly.
