There's no embargo of Cuba. Any other country in the world could invest in Cuba. They don't because smart money isn't going to flow to a corrupt Communist dictatorship. You'd have to be insane to invest there. So yes, I agree our ban on investing there is unnecessary and accomplishing nothing (except maybe protecting insane people with money)

In return many cuban Tourists once things start to move would be able to go to the US.

They don't have enough money to buy meat. How could they afford to vacation in the US?
