It was the GOVERNMENT that made the claims. The thing was set in motion under Ike. JFK DID know of it and DID give permission to go ahead- -and also cancelled planned US air cover because it would make it too obvious the US was involved. As if they wouldn't figire it out anyway. As if they didn't.
