Keeping people captured in war prisoner while the war is ongoing isn't even vaguely stalinist.

If there is no evidence, not just of specific crimes or terrorist or war actions, but of membership in and/or support of Al Qaeda, Taliban etc. than the status should be reviewed and if there is still no reason to hold them then they should be released, as has already been done in many cases.

Unfortunately some of those released really where terrorist and have continued their attacks.
