True, these are largely 'unfunded obligations'.

But they are either 'real debts' or they are NOT and the promises lies.

YOU decide which... and then tell the public.

(PS --- why would ONE unfunded government obligation... say, Social Security obligations... be any *less* a legal obligation then, say, repayment of Treasury obligations?)
