This is a tough one for me too. I thank God I have not been required to make such a choice. But out of consideration for noble warriors, I must recognize the distinction between unavoidable collateral damage and deliberately targeting innocent children as a strategy that weakens your enemies resolve. Both are effective, the latter I am absolutely certain is wrong.
