There have been black federally elected Republicans in the past, though, most recently, JC Watts, and there are black Republicans running for office all over the country even as we speak.

Many Republicans of all colors urged Colin Powell to run for office, as President or Veep, but he refused, and Condi Rice has many urging her to try for both of those positions, as well. And of course there is Alan Keyes, who fought a good fight.

I don't see any black Democrat presidential candidates on the horizon, though perhaps someday Obama.
