Are constants constant?

Constants are supposed to be, well, constant. In physics there are a number of fundamental constants, such as the speed of light, Planck's constant, and the charge of an electron that are essential to the success of our understanding of the universe. However, these values are not defined by any theory; they are observed values and are considered to be fundamental constants because the same quantity turns up in so many different ways. The problem is that the fundamental constants beg the questions "Why are they constant?" And "Why that particular value?" This very question had led many to the anthropic principle, which we have discussed before. A recent review paper has summarized the state of play with respect to physical constants.
