These are preliminary results, already reported I believe. Rest of the 77 have not been evaluated yet, probably because they haven't completed their treatment and/or reached the evaluation date. Stable disease does indeed mean not getting worse. If a disease is progressive, stopping its progression can be considered a benefit. The purpose of the PR is to support the stock price and explain the reverse split.
