Welfare was a provincial program and now it is a city program, controlled by the province. The province sets the rates, and the city pays the money. Here in Niagara with the industrial base gone, and the main industry tourism the average income is going down. Particularly with the new rules for crossing the border that the US is proposing, so that day tourists are dropping. BTW the new disaster area will be Niagara Falls NY and Buffalo once the new passport rules come in.

there is a pick up point where the farmers will give day jobs, or weekly jobs, you just show up to work. No one usually shows up. The Migrant workers are flown in given housing and flown home when they are done. Average stay is 6 to 8 months, favourites get 10 months. If a Canadian applied for the jobs they would get about $10.00 an hour 40 to 60 hours a week 10 months of the year. Most farms here have one or two Canadians.

BTW I did this kind of work when I was young, and it was kinda fun. I preferred piece work, as do some of the migrants.
