LIAR. Clinton never said he was offered Osama. What he was refering to was that in 1996 he might have had the chance to demand Osama be apprehended and arrested. However, at that point we had not gathered enough evidence to pin the embassy bombings on him. Al Qaida was new and hidden. it took until about 1997 to know Osama was behind the bombings and that Al Qaida existed.

Clinton spent the next three years fighting Al Qaida despite rightwing objections and mockery. When Bush came into power he did absolutely nothing about Al Qaida until after 9-11, and then only for about nine months before switching all attention to Iraq which had nothing to do with 9-11 or Al Qaida.
