Were there breadlines in US cities due to our spending on Star Wars, as there were in Russia? I've already acknowledged Gorbachev's contribution to ending the Cold War, as did pres Reagan.

Question is whether or not Gorbachev would have been so conciliatory if a Democrat like Carter was US Pres at the time, with their usual soft reaction to our often sabre-rattling enemies? All bullies back down when their target delivers a swift & strong response & demonstrates unflinching determination. Gorbachev observed Reagan's steely strategy to continue the arms buildup, if necessary, and his in your face firm handling of any incident where Americans and their best interests were endangered. As a result, the Russian recognized detente was a wiser path for his nation at the time, rather than continuing the interminable Cold War standoff.
