I knew I shouldn't have added any fuel to that fire. Considered means it has been discussed; there are no specific plans at this moment to change or add anything. The discussion also carried the idea that it would not pertain to existing boards; these would be a hybrid board somewhere between a traditional message board and a blog. Similar to a mailing list where the list operator must pre-approve before new users can submit to the list. It's a very old and common concept. Insofar as "tinpot dictators" go, well, there's always nuisance users who will take every opportunity to abuse their privileges. Moderators who misuse their privileges are no different from the users who intentionally try to get themselves banned, and not surprisingly some play their games on both sides of the fence. Nonetheless, the abusive users are nothing more than a vocal yet puny minority, and there is no sense in letting the lowest common denominator dictate features available to those who are mature enough to respect and use them properly. In any event, it's academic at the moment since there are many far-higher priority projects in the queue.
