Bush has let Bin Laden go five years after 9-11. He broke his promise to catch him dead or alive and smoke him out of his cave. He has not even tried to catch him, ever. The one time the CIA had him cornered at Tora Bora, they called for Army Rangers to cut off the escape routes and Bush refused.

CLinton did a lot to try and destroy Bin Laden, but Bush has done almost nothing. In fact he has succeeded in making world terrorism much stronger, as the new government intel report proves.
