He plainly said he tried many times to kill Osama. He did try once - when he shot missiles into Afghanistan after the African embassy bombings. I'll give him that. He just couldn't do anything until the CIA told him Bin Laden was to blame for the embassy bombings. Prior to that they only had suspicions, not proof, and Al Qaida was brand new and little-known. They knew AQ was behind the bombings very quickly. The embassy's were bombed on August 7. Clinton retaliated with the cruise missile attack August 23. AQ was not new at the time.
