Look at it this way:

Bush wanted 9/11 as a Pearl Harbour event to justify his
invasion in Afghanistan and in Iraq.

In order to make 9/11 look like an "unprovoked" attack to the American people, he took care to dismantle everything that Clinton had set in place for attacking the Taliban rightaway after assuming the presidency. Bush was probably thinking:

I am not going to attack the Taliban right away; however, my men will be provoking them. But when I attack, I'm gonna do it my way. So, right now, I am gonna dismantle all of Clinton's attack plans because I don't want that s.o.b. to get any credit for my sure-fire success to come. I'm not gonna attack the Taliban right now 'cuz I wanna be able to tell America and the world 9/11 is an 'unprovoked attack'. The attack which will happen on 9/11 will enable me to galvanize all my fellow Americans to support me and my plans for war against the Taliban and more.....................

The Taliban subsequently "attacked" as if on cue; Bush announced the attack was "unprovoked"; and the rest is history --- history which the Bushies now try to distort and/or suppress.
