I don't think he's expecting any such thing. The statement itself wasn't his point.

As for backing the statement up with figures - Its impossible. You can't have figures about what would have happened if the change had not been made (you can guess and calculate and come up with numbers but they aren't real information, they are just guesses). Also you can't run controlled experiments on the economy. You can try two different policies in very similar countries/states/whatever, but you can't really control for other differences which could easily overwhelm the effects of the policy you want to test. Economics, despite its heavy reliance on math, is a "soft science". Its more like sociology than chemistry.
