I understand that the statement wasn't his point. That doesn't make his unbacked statement any more palatable.

And you are wrong about proving it. All you would need are the total tax figures for both years presented and the total paid by the top 1% for both years. The you could easily figure out if the % paid by them was more or less in 2004 than it was in 2000. And if you had the total amount paid by the lowest 50% for both years you could ascertain the truth or error in his second declaration.
