They LIKE Osama. You need bogey men to make people scared so you can order them around. If they had caught Osama at Tora Bora, it would have been short term fun, but long term loss of leverage.

Republicans in the 1980s were delivering Stingers to Osama and co in Afghanistan to attack Gorby's troops who were trying to subdue Afghanistan. If Gorby had beaten Osama, the Twin Towers would still be standing [and the people alive - mostly anyway].

For some reason, the USA thought they'd like to subdue Afghanistan instead, and Iraq too. Which isn't going all that well, [unsurprisingly].

I have no idea why the USA thought Gorby's socialism was worse than Osama's Islamic Jihad given the socialist tendency of the USA. Now, ironically, the socialist USA is more socialist than the free-wheeling capitalist low-tax USSR. I've never been to the USSR countries [other than the sullen eastern Europe satellites Bulgaria, Yugoslavia and Romania] so I don't have much of an idea what it's like first hand.
