In 2001, Bush only had two defence priorities - SDI and Saddam. No others. No other threats were mentioned in any real way, and Al Qaida was never mentioned at all.

Thre are many people now wondering aloud if Bush-CHeney intentionally left the barn door open for AL Qaida so as to allow a terrorist attack inside the US then blame it on Saddam so they could invade Iraq. Why? For the oilfields. That theory makes a lot of sense judging from the facts.
