Clinton dropped the ball on Osama, however, all Americans need to keep in mind that any legal actions against the Commander in Chief should be kept in wraps until his term has expired. Using special prosecutors by Democrats or Republicans as a political tool against our President(while in office) is absolutely stupid. The ramifications for that stupidity was partially a self-inflicted wound.

That said, Clinton's handling of terrorism as a law enforcement issue was an ineffective and foolhardy policy. Bush's war on terror will eventually contain the problem.
