I've seen perjury charges brought against women who filed false domestic abuse charges against their man. Here if the woman files a charge via affidavit, and then refuses to testify, the prosecutor tells her that she'll be prosecuted for filing a false affidavit. I've never actually watched someone go down for this, but have heard of it from other lawyers. Usually the woman decides to testify, after all.

Otherwise, the most common way judges deal with obvious liars is to throw out the case and hit them with civil sanctions, which can be thousands of dollars. This is in civil cases.

I don't practice criminal law, so can't speak to that.
