The NIE was leaked by Bushies in 2003, but first of all they twisted CIA arms and stuck it full of discredited intel, outdated assumptions, unsubstaniated rumors, outright lies and prejudices, to give the rader the impression that Iraq was a grave and immediate threat which needed to be taken out. That was how they tricked congress into voting for the War Powera Act.

This NIE has been partly leaked. The rest of it is reportedly even more damaging to Bush's credibility. And this NEI is six months old, so since things have gotten a lot worse since then, understand why Bushies refuse to show congress that one.

In an Ameican democracy, the People have the right to know what it's government is up to, within reason.

And let me remind you the White House leaks regularly, including leaking the ID of CIA agent Valerie Plame to several reporters during war-time.
