It applies to legal aliens? Students? Tourists? Others here legally?

Wow. That is disgusting. Imagine traveling legally to another country that had these rules. You get picked up erroneously and disappear for years - with no legal recourse.

The good news is in most countries alien detainees have some rights. The exceptions would be the U.S., North Korea, and a few others.

If the U.S. was a foreign country, the State Dept. would put out a travel advisory warning U.S. citizens to avoid America!
