Yes really.

Pork has been growing for a long time. Its bigger now than in the past but would still have been bigger if the Dems had controlled congress. Also even when one party or the other is in control there is a fair amount of bipartisanship about pork. The party in charge gets a bigger share but it gets doled out all around and almost everyone in congress goes along with it.
