I don't think the author was talking about Al Qaeda, but about the sectarian violence, Shi'a against Sunni and vice versa, that doesn't make sense anymore.


Whatever the author was talking about, the primarily example used for the "apolitical" nature of the insurgency was the suicide bombing of civilian targets, which has been a hallmark of Al Qaeda in Iraq.
