The legal punishment at the time was four years mandatory draft into the army doing KP duty. Instead Bush went to Harvard, where he was reported by bhis professor to be lafy, shifty and dishonest.

Rove probably set Rather up with a phony document. He has done this kind of dirty trick before. Rove could not afford to have the truth about GW out. That GW was actually a coward and drunk who went AWOL and used his last name to get away with it.
