The man is explaining that Intel was aware of the issue that there are regulations that govern its pricing, rebates and incentives. And it made a strong effort to train all its people in that area. So there is a strong likelihood that they knew there is a line they shouldn't cross, and made an effort to not cross it. Does that lave room for people to violate them ? Yes it does.
