I once worked with a young lady who had a child at about 15. Her mother was happy because she could claim her granddaughter for welfare. Her daughter (the person I worked with) was still on welfare, and this just added to their "income". FWIW she was the third generation dependent on welfare. This young lady tried to get out of the trap. When I last heard from her she was falling back. I hope she finally escaped.
