I would bet they have. Offshoring is rampant in Silicon Valley. I work for a consulting company and manage alot of IT implementations. The mix of teams has shifted from close to 100% US based employees to something like 90% offshore India. At least in the IT segment, that has directly taken jobs away from the US. Most of those would have been US contractors or employees requiring office space. So Lizzie is 100% correct.
