The report is from AP and quotes Chavez, and references comments Chavez made to a crowd. That seems substantial to me. It should be easy to find corroboration since it was referencing a speech to a crowd of people.

It is possible that the reporter spun an angle on the remarks to create the impression that Chavez was claiming to have a snitch/mole/spy/informant/confidant or whatever in the White House, but the context of the article makes it very clear. That is, Chavez believes he is targeted by the White House for assassination and he claims that it wont work because of someone in the White House who he gets information from.

What do you mean 'unsubstantiated'?
