The document Sandy Burglar had stuffed in his pants was the one Clinton referred to with Wallace as "his anti-terror plan." Former AG Ashcroft stated on O'Reilly that the report was stashed away in some obscure file and never shown to him prior to 9/11. After Sept 11, Sandy Burglar was in charge of assembling documents for review by the 9/11 commission(classic fox in charge of the hen house scenario). Berger was attempting to remove that particular classified document from a government building when he was stopped by a security guard.
