Consider taxes (or borrowing) and spending in isolation.

The tax or borrowing does harm. The tax or borrowing are a requirement for spending. The spending itself may do harm, may do no good or harm, or it may be beneficial.

No consider the net effect of the combination.

If the spending is harmful or just pointless than obviously the combination if harmful.

If the spending itself has a net benefit than the combination can be helpful or harmful.

In some cases the benefit is large enough to exceed the harm caused by the taxing or borrowing. In other cases the spending itself is directly beneficial but not enough to overcome the harm caused by raising the funds for the spending.
