The US wouldn't be poised to invade indefinitely. All Saddam would have to have done is wait out the period when we were poised to invade. If he had acted all peaceful and cooperative then most of the American soldiers would probably have been pulled back. Pull the soldiers out, get some report about no WMDs being found and even with Bush as president a 2nd preparation for invasion would be unlikely, and if necessary Saddam could have waited until Bush was no longer president. Also the sanctions regime was starting to break down. Its likely that without an invasion that Saddam would have had at least new chemical and bio weapon production. Resumption of nuclear weapons development would have been more risky so maybe Saddam would not have resumed that program or maybe he would have. Iran will apparently get away with it, so maybe Saddam would have though that he could as well.

It can be argued that Saddam with new chemical stockpiles and a bio weapons program (and perhaps even eventually nukes) would be a price worth paying in order to avoid the cost of the invasion. If that's the argument you want to make then go ahead.

As for democracy, elections that really control who gets to be in power, and that are repeated at normal periodic intervals do make for democracy. What Iraq lacks is not democracy. To an extent it lacks personal liberty. To a great extent it lacks security. All three things are important but they are three separate things.
