That's in addition to any subsidies the corn growers get. My understanding is they get no direct subsidy connected to the corn becoming ethanol but they do get other types of subsidies from the government.

As for not being taxed I wouldn't really call that a subsidy but the competitive effect is the same, if the competitor is taxed.
