I can drive around certain neighborhoods any night of the week and see ongoing criminal activity of the "red light" nature. Should I be prosecuted as a criminal because I fail to report it? Or if I pass a group of young people and see them drinking or using drugs, should I be compelled to report it?

Because of situations like the above, I think it's impossible to have a general law requiring people to report crimes. One could attempt to write something more specific for certain types of crimes, but folks here are having real trouble coming up with something that will pass muster.
