Start punishing the families of suicide bombers. Enough of the foolishness, let the bombers know well in advance that when their name is discovered, their family will pay a fine equal to it's possessions. Leave a few families homeless, without food or money and on the streets and see if that doesn't stop suicide bombings. Also let them know that the Mosque that the bomber belongs to will be deconstructed.
