Actually, when Tip o'Neill heard about Gary Stubbs, he was outraged and demanded his immediate resignation. Unlike Hastert, who covered it up, probably hoping he could keep it under wraps past mid-terms.

So why didn't he resign?


In the article I read, the actual indiscretion took place ten years earlier. By the time it was disclosed Gerry Stubbs was already out. During the hearings, he apologized for having sex with a subordinate but did not believe he should be publicly censored. When the actual censorship was taking place, he turned his back on the House. Later, he and the page who was now 27 held a press conference and stated that what they had done consensually behind closed doors was their business and no one else's.
