Moose...I doubt that congress EVER had a "degree of decorum".

It's just that there wasn't the media and the internet digging into the underbelly of their glossy exterior.

I'm sure that back in 1850 there were congressmen meeting up with young pages in backrooms on K street, but nobody would have reported it, even if they knew.

They might have used it as leverage for a job for themselves or their brother, but they never would have printed it publicly.
