It's my turn to make an assertion. Overseas employees just don't jump from an average of 28% over 6 years to 39% the next year with normal hiring practices.

Instead of an international company, perhaps Cisco acquired a domestic company with many overseas employees. Wasn't Scientific-Atlanta acquired during FY2006?
