I have to disagree with you on this one. If Monica Lewinsky had been a child Clinton would have gone to jail. When children are sent to Washington as part of their education and career development, they are extremely vulnerable to abuse of power -- and everything humanly possible must be done to protect them. By failing to take action against Foley, this is a matter of shame for more than just the gay pedophile in question. This is the among the most shameful coverups I am aware of in the history of our federal government. At the very least, I would expect those who failed to enforce ethical standards to themselves be forced from public office for their failures and for their self-serving betrayal of public trust.
