in my opinion no self respecting engineer would call two chips plugging to two different sockets a quad core cpu. there are so many real differences it's not even comparable. the main issue is that there are two socket motherboards for intel dual cores too (or they are definitely doable). and you pay for a different license for some important software. two socket motherboards are more expensive etc. etc. etc.
intel will have 4 cores in a single package and people will have to decide if it's suitable for their needs in terms of price/performance. you can argue that amd may have a better 4 core implementation but two dual core cpus in two sockets is not it.
