Rabble rousing is very effective in politics. I am not sure that it is not the only weapon the populist has. The state stole those tin mines from the private owners about 35 years ago. Of course those private owners over the previous 65 yrs. had wrested control of those areas with the help of a compliant government whose compliance rose with the amount of paper insulating the handshake. Not unlike our government's today in G7 areas, given that the largesse so returned would seem to chiefly benefit the greater political party of certain stripe, and of course the tax base visually. Interestingly, the owners of these Bolivian concessions for the most part had Germanic names and spoke excellent English usually.
