All food needs to be moved inside the garage or something once the bear starts coming around. Motivate it to go elsewhere for food otherwise they just get bolder.

Some years back when living up north my neighbor was having trouble with a bear. It was knocking over his bird feeder and eating all of the feed. I told him you need to stop feeding the birds until the bear moves on. Nope, he kept feeding and bear kept knocking down feeder. Then one day the bear decided why wait for him to put the feed in the feeder when I can just eat it out of the pail in his hand, so neighbor is met halfway to the feeder from the garage by mr hungry bear. He drops the pail and retreats and bear is happy. Next day he is going to feed again but bear is sitting right outside the garage door waiting for him so he finally decides to stop feeding birds for a bit. Unfortunately this pisses off hungry bear on day 2 who decides he will break into garage and house and get it from the source. I got a call from the game warden whom I knew quite well and he asked me to go down to the neighbors and shoot that bear if it was still there. It was not but we set up the trap and caught the bear the next morning and the bear had to be destroyed. Sad end when it could have been stopped if he had only immediately removed the food source until the bear moved on.

Not that I'm ragging on your brother but often these things can be avoided by a good clean up and ensuring there isn't a food source around to keep them hanging close.
