ARRS is a leader in Voice (VOIP) having defended itself very well against CSCO and MOT. But these competitors are on a buying spree that ARRS can't compete. ARRS in recent years has announced products for video but this the area in which CSCO and MOT have also bought. I don't think they can compete in video.

The stock price has been hurt IMO because of the rumors that ARRS was going to buy another vendor. CCUR being the most recent. Since CCUR is losing money, that has hurt ARRS's stock. HLIT would be a good merger/buy since they have always been the step child to MOT and SFA. But HLIT doesn't like low margin products. The VOD vendors SEAC and CCUR have also been re-branding as software companies. Maybe your right if there is a settop vendor not being MOT or CSCO (SFA). Pace comes to mind.

I think ARRS should publicly say they are NOT buying.
Announce a stock buyback, and put up a For Sale sign.
