Whether it was better or worse isn't really relevant. The fact of the matter is that NK had shut down plutonium production until they decided to call Bush's bluff. And Bush was just bluffing. It is galacticly stupid to threaten and bluster and then not carry through when your bluff is called. That makes your opponent lose respect, which is what happened.
